Job Description

We are seeking a knowledgeable and strategic Benefits Manager to oversee the organization’s employee benefits programs with a strong focus on self-funded health plans. The ideal candidate will bring a deep understanding of benefits administration, compliance, and cost containment strategies, along with experience working in nonprofit or unionized environments. This role ensures the delivery of high-quality benefits programs that support employee well-being, attract talent, and align with organizational values and fiscal responsibility.

Key Responsibilities:

  • Lead the design, implementation, and administration of employee benefit programs including health, dental, vision, life insurance, retirement plans, leave policies, and wellness programs.
  • Manage self-funded health plan operations, including third-party administrator (TPA) relationships, claims review, stop-loss coverage, and compliance with applicable regulations.
  • Serve as a key liaison to benefits brokers, vendors, and consultants; oversee vendor performance and contract negotiations.
  • Collaborate with HR leadership and finance to monitor benefits budgets and forecast costs, ensuring alignment with organizational goals and fiscal responsibility.
  • Administer open enrollment processes, including employee communications, system updates, and vendor coordination.
  • Ensure compliance with all applicable federal, state, and local laws and regulations, including ACA, ERISA, HIPAA, COBRA, and IRS regulations.
  • Conduct benchmarking and benefits surveys to maintain competitiveness in the nonprofit or union-aligned job market.
  • Respond to and resolve complex employee inquiries and claims issues with a high level of customer service and confidentiality.
  • Maintain accurate and compliant records and documentation related to benefits administration.
  • Partner with labor relations and union representatives as needed on collective bargaining issues related to employee benefits.
  • Support HR projects and initiatives related to employee well-being, engagement, and retention.

Qualifications:

  • Bachelor’s degree in Human Resources, Business Administration, or related field required; Master’s degree or HR certification (e.g., CEBS, PHR, SPHR) preferred.
  • Minimum of 5 years of progressive experience in benefits administration, including significant experience managing self-funded benefit plans.
  • Experience in a nonprofit or unionized environment strongly preferred.
  • In-depth knowledge of federal and state benefits regulations.
  • Strong analytical and problem-solving skills, particularly in managing self-funded plan costs and utilization trends.
  • Excellent verbal and written communication skills with an emphasis on clarity, empathy, and professionalism.
  • Proven ability to manage multiple priorities and collaborate with cross-functional teams.
  • Proficiency in HRIS and benefits administration platforms.
